The gavernment documents were analyzed by the structural analysis and sequence analysis. 　　Falling birthrate and Parenting support on Government policy.A typical keyword is home, residence, road, theatre, park, and, the childcare for barrier-free including toilet, nursing room, elimination of steps. 　　Particularly, on the "Plus one of falling birthrate"(2000), The term of Childcare for barrier-free came to be used.
